seconds or milliseconds?

block.timestamp is in seconds. javascript Date.now() is milliseconds. 13 digits means milliseconds, and it is detected for you.

can i trust block.timestamp?

to within a few seconds. on ethereum it is slot time, but never use it as randomness or for sub-minute precision.
